بعد القرار الوزاري المشترك الصادر عن وزير الشباب والثقافة والتواصل والوزير المنتدب لدى وزير الاقتصاد والمالية المكلف بالميزانية رقم 2345.24 والذي حدد شروط وكيفيات استفادة المؤسسات الصحفية وشركات الطباعة وشركات التوزيع من الدعم العمومي ، أصدرت النقابة العامة للصحافة المغربية بيانا عبرت فيه عن رفضها لهذا القرار الذي يتعارض مع الشعارات التي تسوقها الحكومة بخصوص ترسيخ أسس الدولة الاجتماعية،و يكرس لمنطق الاقصاء والتهميش تجاه المقاولات الصغرى والمتوسطة ،داعية الحكومة إلى مراجعة نفسها عبر إقرار شروط موضوعية تتناسب مع واقع المقاولة الاعلامية الصغيرة والمتوسطة ببلادنا.
وفيما يلي نص البلاغ :
تابعت النقابة العامة للصحافة المغربية بكثير من الاستغراب والاستهجان القرار الأحادي الجانب بتخصيص دعم سخي من الحكومة الحالية لأرباب المطابع التجارية الكبرى في مشهد يجسد التناقضات العميقة التي يعيشها قطاع الصحافة والنشر والطباعة في المغرب، ويكرس لمنطق الاقصاء والتهميش الذي تنهجه حكومة رجال الاعمال تجاه المقاولات الصغرى
وما يفضح هذا المخطط المدروس بعناية هي الشروط الواردة في هذا القرار المشترك الصادر عن وزير الشباب والثقافة والتواصل والوزير المنتدب لدى وزارة الاقتصاد والمالية المكلف بالميزانية والمنشور بالجريدة الرسمية العدد 7353 بتاريخ 18 نونبر 2024 والذي يستمد مرجعيته من المرسوم رقم 2.23.1041 الصادر بالجريدة الرسمية عدد 7262 بتاريخ 4 يناير 2024المتعلق بتحديد شروط وكيفيات الاستفادة من الدعم العمومي لقطاعات الصحافة والنشر والطباعة والتوزيع التي يقارب أو يفوق رقم معادلاتها 2 مليون درهم سنويا .
والحكومة بإقرارها لهذا المرسوم لا تسعى لفرض شروط تعجيزية على المقاولات الصحفية الصغرى ،بل توقع على قرار رسمي بإعدام عدد من المنابر الإعلامية وتشريد العديد من الصحافيين والصحافيات وبهذا الإجراء غير المبرر تكون الحكومة قد دقت آخر مسمار في نعش المقاولات الصحفية الصغيرة والمتوسطة .
إن تخصيص دعم مالي سخي لمطابع تجارية كبرى دون أدنى التزام من هاته الأخيرة بتطوير المشهد الإعلامي ببلادنا، يظهر الارتجالية في اتخاذ القرارات من طرف بعض المسؤولين الحكوميين والتي تتنافى في مجملها مع واقع المقاولات الصحافة ببلادنا التي تعيش أزمة خانقة في ظل شح الموارد المالية وتراجع الإعلانات، وبدل أن توجه الحكومة دعمها للمقاولات الصغرى والمتوسطة لضمان استمراريتها داخل المشهد الإعلامي، نجد أنها تخصص دعما سخيا لمطابع تجارية تسير بمنطق الربح الخالص في مجالات الطباعة التجارية، بما فيها طباعة الإعلانات والوثائق التجارية، وهي بعيدة كل البعد عن الصحافة ودورها التثقيفي والتوعوي .
وعليه تدعوا النقابة العامة للصحافة المغربية الحكومة لمراجعة هذا القرار الوزاري والعمل على إقرار شروط موضوعية تتناسب مع واقع المقاولة الاعلامية الصغيرة والمتوسطة وحقها الدستوري والقانوني في الوجود في إطار التعددية الاعلامية وتكافؤ الفرص ،مع استحضار التجربة المغربية الفريدة في مجال التنظيم الذاتي للمهنة رغم التعثرات التي رافقتها ،مع ضرورة الانفتاح على الهيئات النقابية والجمعيات المهنية ودارسة كل المقترحات والرؤى التي تطرحها والتي من شأنها أن تلطف الأجواء داخل الأوساط المهنية وتدفع بالمشروع المجتمعي والدولة الديمقراطية الحديثة التي ينشدها المغاربة نحو مزيد من المصداقية ومزيد من الشفافية والوضوح.
