فتحت الفرقة الوطنية للشرطة القضائية بالدار البيضاء، في الاونة الأخيرة بحثا قضائيا للتحقق، من الصفقات التي أبرمتها وزارة الصحة خلال فترة كورونا.
وقد استمعت الفرقة الوطنية بهذا الخصوص، اليوم الأربعاء، لرئيس الجمعية المغربية لحقوق الإنسان، عزيز غالي، حول الشكاية التي تقدمت بها جمعيته رفقة الجمعية المغربية لمحاربة الرشوة “ترانسبرانسي المغرب”، ضد وزارة الصحة، بخصوص شبهات حول صفقات أبرمت خلال فترة جائحة كوفيد19.
وتتعلق الشكاية، وفق ما تم الإعلان عنه سابقا بـ”مدى احترام الصفقات العمومية التي أبرمتها وزارة الصحة للقوانين ولقواعد الشفافية وتكافؤ الفرص وشروط السلامة الصحية المعتمدة”.
وكانت الصفقات التي أبرمتها وزارة الصحة خلال تدبير جائحة كورونا، قد أثارت جدلا واسعا في المغرب، في الوقت الذي كشف فيه تقرير برلماني وجود اختلالات شابت تدبير الصفقات التفاوضية للوزارة، والتي بلغت 333 صفقة لمواجهة الجائحة.
وسجل التقرير أن وزارة الصحة، وخلافا للقانون قامت بمنح صفقات تفاوضية لاقتناء مستلزمات طبية ومستحضرات لشركات مجهولة لا تتوفر على شواهد التسجيل، فضلا عن ازدواجية تعاملها مع طلبات تسجيل المقاولات، وضربها قواعد المنافسة الحرة والنزيهة، واشتغال مقاولات في مجال الأدوية والتجهيزات الطبية دون تراخيص، ومنح صفقات لشركات غير مرخصة.
وأكد التقرير بشكل لا لبس فيه محاباة بعض الشركات على حساب أخرى في الطلبيات العمومية، بالإضافة إلى إبرام، مع التأخر في إبرام وتنفيذ الصفقات، بشكل عطل السلطات الصحية عن مواجهة الجائحة في الوقت المناسب، وهو ما عرض صحة المواطنين والعاملين للخطر إزاء هذا التأخر غير المبرر. وفق للتقرير المذكور.
