بمناسبة تخليد اليوم الوطني للإعلام الدي يصادف 15 نوننبر من كل سنة ،أصدرت النقابة العامة للصحافة المغربية بيانا عبرت فيه عن اعتزازها بالأدوار النبيلة التي يقوم بها الاعلام الوطني ،خصوصا الصحافة المستقلة في سبيل توعية المواطن بحقوقه وواجباته وكدا تحفيز الشباب على الانخراط الجاد والفعال في العمل الجمعوي والمشاركة السياسية ،كما عبرت النقابة في دات البيان عن اسفها لما يعرفه قطاع الصحافة والنشر ببلادنا من انتكاسة خاصة في الشق التنظيمي وتحفيز المقاولات الصحفية الصغيرة ،مطالبة الدولة والقطاع الخاص بتحمل مسؤوليته التاريخية أمام إفلاس العديد من المقاولات وعدم قدرتها على مجاراة الوثيرة التي يسير بها هدا القطاع الحيوي بالمجتمعات المتقدمة
وفيما يلي نص البيان
تحتفل أسرة الإعلام يوم الخامس عشر نونبر من كل سنة باليوم الوطني للإعلام، وبقدر ما يحمل هذا اليوم في طياته من دلالات رمزية عديدة يبرز من خلالها قيمة الإعلام ودوره في توعية المواطن والتعريف بالسياسات الحكومية والقطاعية والدفاع عن القضايا الكبرى للوطن والتعريف بها على الصعيدين الداخلي والخارجي و الرقي بالمجتمع وتوعيته بأهمية قضاياه سواء تعلق الأمر بالشأن المحلي أو الوطني وكدا تحفيز الشباب على الانخراط في العمل الجمعوي والمشاركة السياسية ،فإنه يشكل أيضا مناسبة للوقوف عند مكامن الخلل والقصور في تدبير هذا القطاع الحيوي والمهم جدا و الذي يشكل في الدول الديمقراطية عصب الحياة السياسية والاقتصادية ولبنة أساسية في بناء المجتمع ورقيه وازدهاره.
وفي ظل المتغيرات التي تطرأ على المجتمع وكدا المستجدات التي عرفتها الساحة الوطنية والدولية طيلة العشرية الأخيرة والتي تسائلنا جميعا عن دورنا كهيئات مدنية ،فإن الأمانة الملقاة على عاتقنا والتاريخ الذي يسجل مواقفنا ليضعنا أمام حقيقة كل ما جرى ويجري ببلادنا وعن دورنا في إحداث التغيير من خلال التعبير عن مواقفنا من السياسيات المتبعة بهدا القطاع بكل موضوعية والتفكير بجدية في النهوض بقطاع الصحافة والإعلام خصوصا وأن المغرب مقبل على تنظيم أحداث رياضية كبرى من قبيل كأس إفريقيا للأمم 2025 وكأس العالم 2030 ناهيك عن الطفرة التنموية التي تعرفها بلادنا والتي ينبغي مواكبتها بواسطة إعلام قوي و متخصص .
لقد بدا جليا بما لا يضع مجالا للشك أن صاحبة الجلالة ببلادنا تعرضت لمؤامرة دنيئة خلال العشرية الأخيرة ، حيث تم إعدام مجموعة من المنابر الإعلامية عن طريق إخراج قانون مجحف مفصل على مقاس أصحابه من لوبيات الاعلام والدي أثبتت التجربة أنه عمق جراح الجسم الصحفي وأزم وضعية المقاولة الصحفية بدل تحسينها وكان له دور مباشر في تكريس التفاهة في الإعلام والبحث عن البوز بدل الانخراط الجاد في القضايا المجتمعية وتوعية
المواطن، والأدهى من دلك هو وأد التجربة المغربية في مجال التنظيم الذاتي للمهنة الدي عرف انتكاسة غير مسبوقة عصفت بكل الخطوات المقدامة التي خطاها المغرب في مجال الديمقراطية التشاركية وتم الانقلاب على القانون والدستور في خطوة لاتزال أسبابها غير مفهومة وغير واضحة سواء بالنسبة للمهنيين أو الهيئات التمثيلية على حد سواء.
إن كل هذه الأمور التي ذكرناها والتي ليست إلا غيضا من فيض تساءلنا جميعا وان كانت النقابة العامة للصحافة المغربية ليست طرفا مباشرا فيها، وإذ نعبر عن اعتزازنا للانضمام للجسم النقابي والمشاركة في بلورة رؤى وتصورات جديدة من اجل الارتقاء بالجسم الصحفي والإعلامي ببلادنا وتوفير شروط عمل جيدة وبيئة عمل سليمة لنؤكد في الآن نفسه على ضرورة إنضاج الظروف من اجل تحقيق ما يصبو إليه كل المهنيين من خلال مراجعة شاملة للقانون 88.13المتعلق بالصحافة والنشر وكدا القانون المحدث للمجلس الوطني للصحافة وقانون الصحافي المهني والانفتاح على التجارب الفضلى للدول الرائدة في هدا المجال.
ولن ندخر جهدا في مواصلة التعبير عن مواقفنا بحسب ما تقتديه كل مرحلة من مسيرتنا النضالية وعلى الدولة أن تتحمل مسؤوليتها في حل المشاكل المطروحة خصوصا وأن الأمر يتعلق بقطاع حيوي وفعال .
