دعا الطالبي العلمي، رئيس مجلس النواب المغربي، خلال افتتاح الدورة التشريعية الثانية، البرلمانيين إلى “مواصلة الحضور المنتج المتفاعل، وتقدير المسؤولية والأمانة التي نحن مُطَوَّقُونَ بها”، مؤكدًا ضرورة تجاوز الخلافات السياسية من أجل المصلحة الوطنية العليا.
وأشار الطالبي العلمي في كلمته إلى أن اللجان النيابية استمرت في أداء مهامها الرقابية والتشريعية خلال الفترة الفاصلة بين الدورتين، كما شهدت هذه الفترة تنظيم عدد من الأنشطة المتعلقة بالعلاقات الخارجية التي “اشتغلنا في واجهتها بشكل مكثف”.
وشدد رئيس مجلس النواب على أن المجلس واصل خلال تلك الفترة “الاضطلاع بمهامّه في ارتباط وتفاعل وتجاوب مع قضايا المجتمع، ومع ما يفرضه السياق الوطني من انشغالات وتحديات ورهانات”، داعيًا البرلمانيين إلى تقدير المسؤولية الملقاة على عاتقهم على اختلاف مواقعهم في المعارضة والأغلبية.
وأكد الطالبي العلمي أن تنوع الخلفيات السياسية للبرلمانيين “تظل، في النهاية، موحدة تحت سقف الوطن وفي خدمته، خاصة عندما يتعلق الأمر بالقضايا الوطنية الحيوية”، لافتًا إلى ضرورة استحضار المصالح الجيوسياسية والاستراتيجية للمغرب في ظل الظروف الإقليمية والدولية المتسمة بعدم اليقين والتغيرات المفاجئة.
ودعا رئيس مجلس النواب إلى “تعزيز التماسك والتلاحم الوطني والحفاظ على صفوف قوية مرصوصة”، مشيرًا إلى أن ذلك “يقتضي أن نعمل ما أمكن على أن نضع خلافاتِنا –وليس اختلافاتِنا التي هي أصل غنانا السياسي والثقافي- جانبا في هذه الظرفية الإقليمية والدولية الدقيقة”.
وأشاد الطالبي العلمي بالمقومات التي تتوفر عليها المملكة المغربية لمواجهة التحديات، مشيرًا إلى “تَرَسُّخُ مؤسساتنا ونموذجنا الديمقراطي، وعراقة وقوة الدولة المغربية، والتفاف مكونات الأمة حول مَلكيتنا العريقة التي تشكل لحمة ضامنة لاستمرار الأمة وقوتها”.
وحدد رئيس مجلس النواب ثلاثة اعتبارات رئيسية ينبغي للبرلمانيين التركيز عليها في عملهم على المستوى الخارجي. الاعتبار الأول هو الحفاظ على قضية الوحدة الترابية في صدارة الاهتمامات والمواقف والمعارك الدبلوماسية، مستحضرًا النطق الملكي السامي بأن “ملف الصحراء هو النظارة التي ينظر بها المغرب إلى العالم وهو المعيار الواضح والبسيط الذي يقيس به صدق الصداقات ونجاعة الشراكات”.
أما الاعتبار الثاني، فيتعلق بتزايد أهمية العمل الدبلوماسي في ظل التحولات الكبرى في السياسة العالمية والعلاقات الدولية، حيث “سيكون على البرلمانات أن تقرب وجهات النظر وتعمل من أجل الوفاق الدولي”.
والاعتبار الثالث يتمثل في مواجهة التحديات الدولية المتزايدة مثل “النزاعات والتطرف العنيف، والاختلالات المناخية، والهجرات والنزوح والصراعات على المياه وعلى مصادر الغذاء”، مما يستدعي اليقظة ومواكبة الدبلوماسية الوطنية والدفاع عن مصالح المملكة.
وشدد الطالبي العلمي على ضرورة “مزيد من الحضور المؤثر والتسلح بِعُدَّةِ الإلمام بالملفات، والصمود في وجه الأكاذيب وفي وجه تزوير التاريخ وفضح السردية” التي يروجها خصوم الوحدة الترابية للمغرب.
وأكد رئيس مجلس النواب أن الاهتمام بالقضايا الوطنية لم يمنع البرلمان المغربي من الانشغال بالقضايا الدولية، وفي مقدمتها قضايا السلم والعدل الدوليين، مشيرًا إلى أن المجلس حرص في مختلف المنتديات البرلمانية على “تجديد التضامن مع الشعب الفلسطيني الشقيق في مواجهة القتل والحصار والتجويع”، والتذكير بدعم المملكة المغربية للقضية الفلسطينية.
واختتم الطالبي العلمي كلمته بالإشارة إلى أن برنامج عمل الدورة التشريعية الجديدة “سيكون غنيًا” وسيتطلب “مزيدًا من التعبئة، والحضور المنتج، وجعل المؤسسة، كما كانت دائمًا، إطارًا وفضاءً لمناقشة القضايا الكبرى والعمل على إنضاج واقتراح الحلول من موقعنا الدستوري والمؤسساتي في تكامل وتعاون مع باقي المؤسسات”.
