دعا صاحب الجلالة الملك محمد السادس، اليوم الجمعة، للخروج بخارطة طريق واضحة المعالم ومتوافق بشأنها تتيح اعتماد توجهات استراتيجية للمرحلة القادمة في تنزيل ورش الجهوية المتقدمة.كما دعا جلالة الملك، في رسالة سامية وجهها جلالته إلى المشاركين في أشغال المناظرة الوطنية الثانية للجهوية المتقدمة، التي تستضيفها مدينة طنجة يومي 20 و21 دجنبر الجاري، إلى مواصلة الجهود لمواجهة مختلف التحديات الراهنة والمستقبلية، التي يطرحها هذا الورش المهيكل.وأشار جلالته، في هذا السياق، إلى سبع تحديات كبرى، تتعلق بالأجرأة الفعلية للميثاق الوطني للاتمركز الإداري، وتدقيق وتفعيل اختصاصات الجماعات الترابية لاسيما منها المجالس الجهوية، وتعزيز الديمقراطية التشاركية على المستوى الجهوي والمحلي، تنفيذا لمقتضيات دستور المملكة.كما يتعلق الأمر، يضيف جلالة الملك في الرسالة السامية، التي تلاها وزير الداخلية السيد عبد الوافي لفتيت، بتحدي ربط المسؤولية بالمحاسبة، والارتقاء بجاذبية المجالات الترابية لجذب الاستثمار المنتج، وقدرة الجهات على ابتكار آليات تمويلية جديدة، والتصدي لبعض الأزمات والتكيف مع التحولات التي يفرضها واقع اليوم وتأثيرات الغد.وفي ما يتعلق بتحدي تفعيل مضامين الميثاق الوطني للاتمركز الإداري، سجل جلالة الملك تأخر غالبية القطاعات الوزارية في التفعيل الحقيقي لورش اللاتمركز الإداري، مشيرا إلى أنه بالرغم من أهمية هذا الورش، لازالت تعتري تنفيذه نقائص، ولا سيما في مجال الاختصاصات ذات الأولوية المتعلقة بالاستثمار.وقال جلالته في هذا الصدد “إن التأخر في وتيرة نقل هذه الاختصاصات إلى المصالح اللاممركزة من شأنه تعقيد الإجراءات الإدارية للاستثمار، وعدم تمكين المستثمرين من إنجازها في ظروف ملائمة”.وبخصوص تحدي تدقيق وتفعيل اختصاصات الجماعات الترابية، لاسيما منها المجالس الجهوية، أكد جلالة الملك أنه يعد من الشروط الأساسية للتفعيل الحقيقي لورش الجهوية المتقدمة والنهوض بالتنمية الاقتصادية والاجتماعية للبلاد.وتابع جلالته بالقول ” إلا أن هذا الأمر أيضا، وبالرغم من المجهودات المبذولة في هذا المجال، لم يتحقق بعد على الوجه المطلوب”، داعيا إلى اعتماد مقاربة شاملة تضطلع فيها كل من القطاعات الوزارية المعنية والجماعات الترابية بمسؤولياتها الكاملة، بغية تحقيق الأهداف المتوخاة من تدقيق الاختصاصات الذي يعتبر مدخلا أساسيا للمرور إلى مرحلة التفعيل الكامل.وبخصوص تحدي تعزيز الديمقراطية التشاركية على المستوى الجهوي والمحلي، تنفيذا لمقتضيات دستور المملكة، أكد جلالة الملك على أهمية تفعيل إشراك المواطنات والمواطنين وجمعيات المجتمع المدني في عملية صياغة وإعداد وتنفيذ ومراقبة وتقييم السياسات العمومية المتخذة بمعية المجالس المنتخبة، لبلوغ الأهداف المتوخاة منها.وفي ما يتعلق بالتحدي الرابع المتعلق بربط المسؤولية بالمحاسبة في مجال تدبير الشأن الترابي، أبرز جلالته أن الجماعات الترابية الأخرى “بمقدورها كسب رهان التنمية والقطع مع الأنماط التقليدية للتدبير، من خلال إقرار واعتماد آليات الحكامة والديمقراطية والمشروعية والفعالية”.وأضاف جلالة الملك أنه أصبح من الضروري تعزيز مبادئ التخليق ومحاربة الفساد، من خلال تطوير فلسفة الرقابة والمحاسبة، إعمالا للمبدأ الدستوري القائم على ربط المسؤولية بالمحاسبة.وبالنسبة لتحدي الارتقاء بجاذبية المجالات الترابية لجذب الاستثمار المنتج، كرافعة أساسية لتقوية التنمية المستدامة، شدد جلالة الملك على أنه أصبح من اللازم أن تغتنم جهات المملكة الفرص المتاحة وتعمل على تثمين مؤهلاتها الخاصة.وتابع جلالته بالقول إن “هذا رهان يتوقف ربحه على توفر استراتيجية إرادية تستهدف تعزيز الجاذبية على عدة أصعدة، من خلال توفير بيئة مواتية للمقاولات، إلى جانب بنيات تحتية حديثة، ويد عاملة مؤهلة وتحفيزات ملائمة، وعبر تثمين ما تزخر به مختلف جهات المملكة من ثروات طبيعية وموروث ثقافي وتاريخي”.
وأشار صاحب الجلالة إلى أن هذا الأمر يستدعي بالضرورة مقاربة مندمجة وتشاركية، مؤكدا أن الجماعات الترابية، والدولة، والقطاع الخاص، والمجتمع المدني، لابد أن يعكفوا سويا على بلورة وتنفيذ استراتيجيات طموحة لتعزيز الجاذبية، مع مراعاة خصوصيات كل جهة.
وبخصوص تحدي قدرة الجهات على ابتكار آليات تمويلية جديدة، أبرز جلالة الملك أن التجربة والممارسة العملية أتثبت أن أشكال التمويلات التقليدية لتمويل الاستراتيجيات والتدابير لم تعد كافية لمواجهة التحديات المطروحة.
وفي هذا الإطار، أكد جلالته على ضرورة بلورة أشكال تمويلية أخرى من شأنها تخفيف الضغط المالي على الجهات والجماعات الترابية الأخرى، مشيرا إلى أن هذا التحدي يسائل الفاعلين الترابيين عن مدى تفعيل النموذج الجديد للميزانية المحلية القائم على النجاعة، من جهة، وعن الانفتاح على أنماط تمويلية جديدة تتيحها اليوم البيئة التشريعية المؤطرة للمالية المحلية، من جهة أخرى.
وبالنسبة للتحدي السابع والأخير الذي تطرق إليه جلالة الملك، فيتعلق بالتصدي لبعض الأزمات والتكيف مع التحولات التي يفرضها واقع اليوم وتأثيرات الغد.
وفي هذا السياق، أوضح جلالته أن مختلف الجهات قد تواجه جملة من التهديدات المتنامية التي تتوزع من حيث منشأها بين طبيعية واقتصادية وبيئية، مضيفا أن من شأن هذه التحديات، التي غالبا ما تتسم بطابعها المفاجئ وبعدم إمكانية التنبؤ بها، أن تقوض الجهود التنموية إذا لم يتم التصدي لها على النحو وفي الوقت الملائمين.
