صادقت لجنة المالية والتنمية الاقتصادية بمجلس النواب، مساء أمس بالأغلبية، على مشروع قانون-إطار رقم 03.22 بمثابة ميثاق الاستثمار.
وتميزت جلسة التصويت بتقديم الفرق النيابية لـ 152 مقترح تعديل على مواد مشروع القانون الإطار، منها 23 تعديلا تقدمت به فرق الأغلبية، و129 لفرق المعارضة والمجموعة النيابية.
وأكد الوزير المنتدب لدى رئيس الحكومة المكلف بالاستثمار والالتقائية وتقييم السياسات العمومية، محسن الجزولي، أن المصادقة على مشروع القانون الإطار رقم 03.22 بمثابة ميثاق الاستثمار تأتي تفعيلا للتوجيهات الملكية السامية، الداعية إلى اعتماد ميثاق تنافسي جديد للاستثمار في أسرع وقت.
وأشار الجزولي، إلى أن هذا الميثاق سيشكل انطلاقة جديدة من شأنها أن تجعل من المملكة وجهة دولية للاستثمارات، كما سيعطي قيمة مضافة للمغرب ويساهم في إحداث مزيد من مناصب الشغل وتقليص الفوارق المجالية والاجتماعية ودعم الاستثمار في القطاعات ذات الأولوية بالنسبة للاقتصاد الوطني.
ويهدف مشروع القانون الإطار رقم 03.22 بمثابة ميثاق الاستثمار، الذي يندرج في إطار روح وطموح النموذج التنموي الجديد، على الخصوص، إلى تغيير التوجه الحالي والذي يمثل فيه الاستثمار الخاص حوالي ثلث الاستثمار الإجمالي، فيما يمثل الاستثمار العمومي الثلثين، حيث يسعى إلى رفع حصة الاستثمار الخاص لتبلغ ثلثي الاستثمار الإجمالي في أفق 2035.
وتتمثل الأهداف الرئيسية المحددة في الميثاق الجديد للاستثمار، في إحداث مناصب الشغل، والنهوض بتنمية منصفة للمجال وتحديد القطاعات الواعدة ذات الأولوية بالنسبة للاقتصاد الوطني.
