تضم الحكومة الجديدة التي عينها صاحب الجلالة الملك محمد السادس، أمس الخميس، في تشكيلتها وجوها جديدة تدخل العمل الحكومي لأول مرة في مسارها، ووجوها أخرى تعود للعمل الحكومي بعد تجارب على رأس وزارات خلال الحكومات السابقة.
ومن بين الوافدين الجدد، هناك السيد عبد اللطيف وهبي الذي أوكلت إليه وزارة العدل في هذه الحكومة بقيادة رئيس حزب التجمع الوطني للأحرار، السيد عزيز أخنوش، الذي فاز في انتخابات الثامن من شتنبر المنصرم.
ويوجد السيد وهبي، محامي المهنة، منذ فبراير 2020 على رأس حزب الأصالة والمعاصرة، ثاني قوة سياسية منذ الانتخابات التشريعية الأخيرة.
وفي نفس سياق توافق بروفايل الشخص المعين مع الوزارة التي سيتولاها، تم تعيين المهندس عبد اللطيف ميراوي وزيرا للتعليم العالي والبحث العلمي والابتكار. وكان السيد ميراوي يتقلد منصب رئيس جامعة القاضي عياض بمراكش (2011-2019).
والأمر نفسه ينطبق على فوزي لقجع الذي عين وزيرا منتدبا لدى وزيرة الاقتصاد والمالية المكلف بالميزانية، وهو قطاع يعرفه السيد لقجع حق المعرفة باعتبار أنه شغل منصب مدير الميزانية طيلة أزيد من 11 سنة. غير أن الوزير المنتدب معروف أكثر لدى كافة المغاربة بنجاحاته على رأس الجامعة الملكية المغربية لكرة القدم.
أما الوافد الجديد الآخر الذي يعرف جيدا خبايا قطاعه فهو محمد صديقي، الذي عين على رأس وزارة الفلاحة والصيد البحري والتنمية القروية والمياه والغابات. إذ سبق أن شغل السيد صديقي، وهو مهندس دولة في الهندسة الزراعية، منصب الكاتب العام لهذه الوزارة التي كان السيد عزيز أخنوش، رئيس الحكومة الجديد، على رأسها منذ سنة 2007.
بدوره، يعرف محمد عبد الجليل، الذي عين وزيرا للنقل واللوجيستيك، جيدا هذا القطاع بعدما تقلد لفترة طويلة منصب رئيس مجلس إدارة “مرسى المغرب”، الرائد الوطني في مجال استغلال المحطات المينائية.
الأمر ذاته يسري على يونس السكوري، النائب السابق عن حزب الأصالة والمعاصرة، والحاصل على الدكتوراه في الإدارة الإستراتيجية من المعهد العالي للتجارة وإدارة المقاولات، الذي تم تعيينه وزيرا للإدماج الاقتصادي والمقاولة الصغرى والشغل والكفاءات.
والقاعدة نفسها تنطبق على رياض مزور، وزير الصناعة والتجارة الجديد، الذي شغل سابقا منصب رئيس ديوان وزير الاستثمار والصناعة والتجارة والاقتصاد الأخضر والرقمي المنتهية ولايته. كما يعد السيد مزور، وهو مهندس متخرج من مدرسة “البوليتكنيك” بزيوريخ، عضوا في المكتب التنفيذي لرابطة الاقتصاديين الاستقلاليين.
من جهته، عين الشاب محمد مهدي بنسعيد (حزب الأصالة والمعاصرة) على رأس وزارة الشباب والثقافة والتواصل في هذه الحكومة الجديدة، التي أسند فيها منصب الناطق الرسمي باسمها إلى الوافد الجديد، مصطفى بايتاس، المكلف أيضا بالعلاقات مع البرلمان. وشغل السيد بايتاس، الذي يمتهن المحاماة، منصب مستشار برلماني لدى وزير الفلاحة والصيد البحري المنتهية ولايته.
أما بخصوص النساء اللواتي تم تعيينهن لأول مرة، فإن الأمر يتعلق بالطبيبة، نبيلة الرميلي، التي تم تعيينها على رأس وزارة الصحة والحماية الاجتماعية. والسيدة الرميلي نالت منصب رئيسة مجلس مدينة الدار البيضاء عقب الانتخابات التشريعية الأخيرة نيابة عن حزبها التجمع الوطني للأحرار، لتصبح في سن السابعة والأربعين أول امرأة تشغل هذا المنصب بالعاصمة الاقتصادية للمملكة.
كما يتعلق الأمر بالسيدة فاطمة الزهراء المنصوري، التي تم تعيينها وزيرة لإعداد التراب الوطني والتعمير والإسكان وسياسة المدينة. والسيدة المنصوري هي رئيسة المجلس الوطني لحزب الأصالة والمعاصرة، وتم انتخابها مؤخرا عمدة لمدينة مراكش.
الأمر نفسه ينطبق على السيدة ليلى بنعلي، التي عينت وزيرة للانتقال الطاقي والتنمية المستدامة، وهي عضو اللجنة الخاصة بالنموذج التنموي، وهي حاليا “كبيرة الاقتصاديين” في منتدى الطاقة الدولي.
بالإضافة إلى السيدة غيثة مزور، التي عينت وزيرة منتدبة لدى رئيس الحكومة مكلفة بالانتقال الرقمي وإصلاح الإدارة. وهي أستاذة في جامعة الرباط الدولية وأستاذة زائرة في جامعة ميريلاند في كوليدج بارك. وهي حاصلة أيضا على ماجستير في نظم الاتصالات من كلية بوليتيكنيك الفيدرالية في لوزان.
امرأة أخرى ضمتها التشكيلة الحكومية الجديدة، ويتعلق الأمر بالسيدة فاطمة الزهراء عمور، التي عينت وزيرة للسياحة والصناعة التقليدية والاقتصاد الاجتماعي والتضامني. وهي خبيرة استشارية في مجال تطوير الأعمال واستراتيجيات التسويق. كما سبق لها أن كانت مندوبة عامة للمعرض الدولي 2015 الذي انعقد بميلانو، ومديرة لمهرجان تيميتار.
كما تعيين السيدة عواطف حيار على رأس وزارة التضامن والإدماج الاجتماعي والأسرة، بعدما كانت تشغل رئيسة لجامعة الحسن الثاني بالدار البيضاء،
وتجدر الإشارة بوضوح إلى أن الوزراء والوزراء المنتدبين الجدد الذين يشكلون هذه الحكومة يتوفرون على بروفايلات ملائمة للقيام بالمهام المنوطة بهم خلال هذه الولاية التي مدتها خمس سنوات.
