أكد تقرير تنفيذ الميزانية والتأطير الماكرو-اقتصادي لفترة 2022-2024 أن مشروع قانون المالية للسنة المالية 2022 سيعطي الأولوية لتسريع أوراش إصلاح الإدارة.
وذكر التقرير الذي نشر في موقع وزارة الاقتصاد والمالية وإصلاح الإدارة أن هذه المشاريع تشمل تبسيط الإجراءات والرقمنة وتفعيل الميثاق الوطني للاتمركز الإداري وتنزيل ميثاق المرافق العمومية.
وأوضح نفس المصدر أن الحكومة ستركز على تسريع تنفيذ المقتضيات المتضمنة في القانون الإطار المتعلق بإصلاح المؤسسات والمقاولات العمومية.
ويتعلق الأمر بالتشطيب على المؤسسات والمقاولات العمومية التي لم تعد تستوفي شروط إنشائها أو التي لم تعد تتمتع بالفعالية اللازمة، وخفض الدعم المقدم للمؤسسات وربطه بأداء هذه الأخيرة والتزامها بتحقيق الاسقلالية المالية، وكذا إحداث شركات قابضة من خلال إدماج المؤسسات العمومية التي تتداخل مهامها أو تتقارب في ما بينها.
وإضافة إلى ذلك، يؤكد التقرير أن اعتماد القانون المتعلق بإنشاء “الوكالة الوطنية للتدبير الاستراتيجي لمساهمات الدولة وتتبع أداء المؤسسات والمقاولات العمومية” وبدء تنفيذه يشكل قفزة نوعية في نجاح هذا الإصلاح المهم لقطاع المؤسسات والمقاولات العمومية.
ووفق التوجه الهادف إلى إضفاء الفاعلية على عمل الدولة ومؤسساتها، ستعمل الحكومة على ترشيد مرافق الدولة المسيرة بصورة مستقلة والحسابات الخاصة للخزينة من خلال التشطيب على بعضها وإدماج البعض الآخر.
إضافة إلى ذلك، ستواصل الحكومة إصلاح العدالة وتنفيذ ورش الجهوية المتقدمة، فضلا عن تعزيز الحكامة الترابية. كما ستبذل الجهود لتعزيز آليات توطيد النزاهة ومحاربة الفساد.
من جهة أخرى، يشير التقرير إلى أن تحديد رصيد ميزانية 2022 يأخذ بعين الاعتبار التحديات الرئيسية المتعلقة بتدبير المالية العمومية، ويوصي بتدبير رشيد وعقلاني للنفقات العمومية وفقا لمتطلبات تتعلق بنفقات الموظفين والنفقات التشغيلية والاستثمارية.
